Coartación was also used by many enslaved persons in Spanish-​controlled Louisiana. This policy significantly helped to solidify Louisiana’s three-​ tiered racial system before the Anglo-​Americans’ purchase of Louisiana. There was quite a significant jump in the number of free people of color in Spanish Louisiana compared to what had been the case when the French governed the colony. ”46 From the time that the Spanish took control of Louisiana in 1769 until the early Anglo-​American period in 1805, the number of free people of color jumped from 97 to 1,566—​this is a sixteen-​fold increase.

Domingue refugees had a great deal in common with white Creoles native to Louisiana. As the refugees blended into the Creole community, they felt the consequences of the racial and cultural assumptions Anglo-​Americans made about Creoles. The most damaging of these was the suspicion that—​because of their higher tolerance for publicly acknowledged interracial relationships—​all Creoles, whether they appeared to be white or not, were really racially mixed. This racial handicap became particularly dangerous after the fall of Reconstruction and the rise of Jim Crow.

In his book Race in Another America, Edward Telles describes the fallout of these international differences as Brazilian elites came to understand just how different their whiteness was compared to that of their European and North American counterparts. In general, Brazilian leaders shared key assumptions with North American and European intellectuals about the superiority of whiteness. They got more than they bargained for, however, when they called on international consultants to help them in crafting strategies concerning race and racial categorization.
